DC parking glossary

The vocabulary behind DC curb rules — what each term means, where you'll see it, and which rule it decides.

Blockface

One side of one street block, between two cross streets.

The smallest practical unit of curb space in Washington DC, and the level at which parking rules actually change. Meters, residential permit zones, street sweeping days, and no-parking hours are all posted per blockface — which is why the two sides of the same street routinely have different rules.

Block

The stretch of a street between two intersections.

A block contains two blockfaces, one per side. Most DC parking signs describe rules at the block level, and DC's roadway data is segmented into blocks derived from routes. The 1600 block of a street is not the same rule set as the 1700 block, even on the same street.

Subblock

A smaller division inside a block.

Used where a single block needs to be split further — for example a long block interrupted by an alley or a median break. Subblocks let curb features be located precisely without inventing new street names or renumbering addresses.

Centerline

The line down the middle of a roadway used as its map geometry.

DC's street centerline is the base layer that routes, blocks, and blockfaces are built from. Attributes like lane count or speed limit are not stored directly on the centerline; they are related to it, so one geometry can carry many changing attributes along its length.

LRS (linear referencing system)

A way of locating things by distance along a route instead of by address.

DDOT maintains the DC roadway as an LRS, which is how a feature that occupies a stretch of curb — rather than a single point — can be recorded accurately. It's the reason DC data can express 'no parking from 40 to 90 feet along this route' without needing a street address at all.

RouteID

The identifier for a named roadway route in DC's roadway data.

Attributes and curb features join to a RouteID plus a measure along that route. Because addresses are not the key, a RouteID-based lookup can distinguish the metered end of a block from the permit-only end.

Street segments / street codes

Retired DC datasets, replaced in 2019.

Street Segments, Roadway Segments, and Street Codes were retired on January 1, 2019 in favor of blocks, subblocks, and RouteID. Any parking map or tool still described in terms of street segments or street codes is working from a model the District no longer maintains.

RPP (Residential Permit Parking)

DC's permit program letting residents park on their own zone's blocks without the posted time limit.

Zones are numbered 1 through 8 and match the ward of the same number. Your zone comes from the address on your vehicle registration. Outside your own zone the permit gives you nothing — you get the same posted 2 hours a visitor gets.

ResPP zone plate

The small sign under a 2-hour parking sign showing the zone number.

This plate is how you know which RPP zone a block belongs to. If the number on the plate matches your permit, the time limit above it doesn't apply to you. If it doesn't match, the clock is running from the moment you park.

Rush-hour restriction

Weekday tow-away hours on arterial corridors.

Typically around 7:00–9:30 AM and 4:00–6:30 PM on major routes, posted on red-and-white signs. Unlike most parking violations this one usually means a tow, not just a ticket, which makes it the most expensive common mistake in DC.

Street sweeping restriction

A seasonal, one-side-of-the-street ban during a posted weekday window.

Signed per blockface and generally enforced from roughly March through November. The window is usually two hours on a single weekday morning, and the two sides of a street almost always have different days.

Meter zone / pay-by-app zone

The number on the meter or pole used to pay for a specific stretch of curb.

The zone number identifies the curb you're paying for, not the neighborhood. Paying the wrong zone number in an app leaves your actual space unpaid, which is still an expired-meter ticket even though money changed hands.

Emergency no-parking posting

A temporary sign that overrides every permanent sign on the block.

Posted for events, construction, moving trucks, and film permits. It outranks meters, RPP, and everything else on that blockface for the dates and hours printed on it, and vehicles left in place are commonly relocated rather than just cited.

Boot and tow

Escalation for vehicles with unpaid DC tickets or in tow-away zones.

Accumulated unpaid citations can make a vehicle eligible for immobilization, and tow-away zones can result in relocation regardless of ticket history. Both add fees on top of the original fine.

Curb cut

The sloped break in the curb for a driveway, alley, or ramp.

Blocking any part of a curb cut is a ticket even with no sign present, and even if the driveway looks unused. Pedestrian ramps at corners count too, which is why the last space before an intersection is often narrower than it looks.

Alley return

Where an alley meets the street, and the no-parking area around it.

DC alleys are legal roadways, so their openings behave like intersections: you must stay clear of the return so vehicles can turn in and out. On many rowhouse blocks the alley return is the single most-ticketed spot on the blockface.

Flare

The widened, angled part of a curb at a driveway or alley entrance.

The flare is part of the curb cut, not extra parking. Parking with a bumper over a flare is the most common version of a blocked-driveway citation, because drivers measure from the flat part of the ramp instead of where the curb starts to angle.

Setback distances

The fixed clearances you must leave from hydrants, corners, stop signs, and crosswalks.

These apply with no sign posted at all. In DC the common ones are 10 feet from a fire hydrant, 25 feet from a stop sign or traffic signal, and clear of the crosswalk and intersection. Because they are unsigned, they account for a large share of tickets on otherwise legal-looking blocks.

Loading zone

Curb reserved for active loading during posted hours.

Signed as commercial loading, passenger loading, or both, usually with a short time limit and specific weekday hours. Outside those hours the space often reverts to normal parking, so the sign's hours matter more than the word 'loading'.

Pick-up / drop-off zone (PUDO)

Curb set aside for short passenger stops, common in nightlife corridors.

DC has converted stretches of curb in areas like U Street and Adams Morgan into managed pick-up and drop-off space, often active only on weekend evenings. Standing there while waiting for a rider is allowed; leaving the vehicle is not.

Standing vs parking vs stopping

Three different legal states, with three different signs.

Stopping is a momentary halt, standing is waiting with the driver present, and parking is leaving the vehicle. 'No Parking' still permits standing; 'No Standing' does not. Assuming a driver in the seat makes any curb legal is a costly misread.

Reserved residential parking (handicap or senior space)

A single space assigned to one household by DDOT petition.

Signed with a specific restriction and, in some cases, a plate or placard requirement. Unlike RPP it does not cover the block — it is one marked space, and it is enforced even when it sits empty all day.

Visitor parking pass (VPP)

An annual pass letting a guest park in a residential zone past the time limit.

Issued per household in participating areas and displayed in the guest's windshield. It works only within the household's own zone, and it does not override meters, rush-hour bans, street sweeping, or emergency postings.

Ward

One of DC's eight political districts, numbered 1 through 8.

Wards matter for parking because RPP zone numbers mirror ward numbers. Ward boundaries can run down the middle of a street, which means the two blockfaces facing each other belong to different permit zones.

ANC (Advisory Neighborhood Commission)

The elected local body that weighs in on curb changes.

ANCs review and comment on parking petitions, curb conversions, and new restrictions in their single-member districts. Most durable changes to a block's parking rules pass through an ANC before signs go up.

Performance parking zone

An area where meter rates and hours are tuned to demand.

Used around high-demand destinations such as ballpark and entertainment districts. Rates and enforcement hours in these zones extend later and cost more than standard meters, and they change by event schedule rather than by season.

Enhanced enforcement / event restriction

Temporary rules tied to a game, parade, or demonstration.

Announced restrictions can suspend normal parking across many blocks for a defined window, with towing rather than citation as the default outcome. These override permanent signs the same way an emergency posting does.

Ticket, notice of infraction (NOI)

The formal citation document behind a DC parking fine.

The NOI states the violation code, location, and fine, and starts the clock on your 30-day window to pay or contest. Fines double if neither happens, which is the point where a routine ticket becomes an immobilization risk.

Adjudication

The process of contesting a DC citation.

Handled by DC's administrative hearing process, by mail, online, or in person. A successful challenge usually rests on documentation of the block's actual signage or geometry on the date of the ticket — photos of the sign and the space, not an argument about intent.

Automated enforcement

Cameras that issue citations without an officer present.

DC uses camera enforcement for speed, stop signs, bus lanes, and blocked crosswalks. Because these citations are mailed to the registered owner, they arrive weeks later and are easy to miss until the fine has already doubled.

Bus lane / bike lane restriction

Dedicated lanes where stopping is prohibited during posted hours.

A vehicle in a bus lane or protected bike lane blocks the whole facility, so these are enforced aggressively and often by camera. Loading, waiting, and hazard lights are not exemptions.

Totem pole effect

A single pole stacked with so many parking signs that the rule becomes unreadable.

DDOT itself names this as one of the two biggest complaints about DC parking signage. The signs are individually correct, but stacked vertically they force a driver to mentally intersect several day-and-time windows while standing in the street.

Conflicting signs

Two signs on the same blockface whose rules overlap and contradict each other.

Usually caused when a sign is replaced and the new arrow points the other way, so the stretch of curb between the two is covered by both 'parking' and 'no parking'. DDOT detects these by comparing each sign's street, side, and measure values — and residents usually detect them by getting a ticket.

Sign support

The pole a parking sign is mounted on, and the only mapped point in DC's sign inventory.

One support can carry many signs, which is exactly how the totem pole effect happens. Because the support is the mapped location, every rule ultimately hangs off a coordinate on a pole rather than off a street address.

MUTCD sign code

The national code identifying a sign's type, such as R7-22 or R8.

R-series codes are regulatory signs. In DC's inventory a parking-permitting sign and a no-parking sign are distinguished by these codes, and zone-building logic only pairs signs of the same code — which is why a permissive and a restrictive sign facing each other creates a boundary rather than a range.

Arrow direction

The arrow on a parking sign showing which way along the curb the rule applies.

Arrows are how a rule gets a start and an end. Two matching signs with arrows pointing toward each other bracket a zone; arrows pointing away from each other extend rules outward to the next sign or intersection. Misreading the arrow is the single most common way a driver parks in the wrong half of a legal-looking block.

Time band

One day-and-hour window posted on a sign.

A sign can carry several time bands — for example weekdays 7–9:30 AM, and 2-hour limits 9:30 AM–6:30 PM. In DC's data, time bands are stored as child records of a sign, which is why the honest answer to 'can I park here' always depends on the exact moment you ask.

Parking zone (derived)

A stretch of curb with one consistent rule, computed from signs rather than posted directly.

DDOT builds these by referencing each sign to a street centerline, then pairing signs block-wise by type and arrow direction to produce a from-measure and to-measure along one side. No sign says 'this zone runs 30.6 to 51.2 feet' — the zone is inferred, and that inference is what a parking app has to get right.

Measure value (M-value)

The distance along a street route used to place a sign or zone.

Measures ascend in the direction the street's centerline was digitized, not north-to-south or by address number. A zone recorded as running from measure 30.6 to 51.2 is unambiguous in the data and invisible on the street, which is the core gap between how DC stores parking rules and how drivers experience them.

Sign inventory

DDOT's catalog of every street sign in the District.

DDOT captured over 203,000 street signs across DC in 2016, and more than 30% of them were parking-related — either permitting or restricting it. That single number explains why DC parking feels unlearnable: it isn't one rulebook, it's tens of thousands of local ones.
